廣元市簽訂全國首份“信用救助協(xié)議”

近日，由人民銀行廣元市中心支行組織的“感恩誠信”主題宣傳暨農(nóng)村貧困地區(qū)信用救助專項(xiàng)行動(dòng)啟動(dòng)儀式在青川縣舉行，活動(dòng)表彰了誠信企業(yè)和誠信農(nóng)戶，青川農(nóng)商銀行還和當(dāng)?shù)刎毨мr(nóng)戶簽訂了全國首份“信用救助協(xié)議”。

 

近年來，我市深入推進(jìn)農(nóng)村信用體系建設(shè)，營造良好的農(nóng)村信用環(huán)境和政策實(shí)施環(huán)境，將信用評(píng)級(jí)授信、“三項(xiàng)評(píng)定”與精準(zhǔn)扶貧、精準(zhǔn)脫貧緊密結(jié)合，推動(dòng)金融扶貧開發(fā)工作取得積極成效。但是，在推動(dòng)金融精準(zhǔn)扶貧過程中發(fā)現(xiàn)，依然有一部分貧困農(nóng)戶因各種原因，面臨著信用、經(jīng)濟(jì)“雙重破產(chǎn)”，導(dǎo)致這部分貧困農(nóng)戶無法獲得更多的金融服務(wù)，從而成了金融精準(zhǔn)扶貧工作中的“貧中之貧、困中之困”。為了讓這部分貧困農(nóng)戶享受到更多的金融服務(wù)，本著“救勤不救懶、幫扶不包扶，應(yīng)救則救、能救盡救”的工作思路，人民銀行廣元市中心支行通過“靶向定位”，精準(zhǔn)識(shí)別并鎖定信用救助對(duì)象，對(duì)非主觀惡意失信農(nóng)戶且有生產(chǎn)經(jīng)營能力和致富愿望的農(nóng)戶進(jìn)行信用救助，對(duì)其實(shí)施特殊金融扶持政策、調(diào)整貸款期限、放寬信貸準(zhǔn)人條件、實(shí)施財(cái)政貼息等救助措施。

 

據(jù)了解，該信用救助專項(xiàng)行動(dòng)的總體目標(biāo)是力爭在今年前讓農(nóng)村貧困地區(qū)失信群體信用意識(shí)明顯提高，特別是災(zāi)后重建貸款信用風(fēng)險(xiǎn)得到有效化解；到2019年，60%的失信群體符合信貸準(zhǔn)人條件；到2020年，75%的失信群體符合信貸準(zhǔn)人條件。

 

據(jù)統(tǒng)計(jì)，截至2018年3月末，我市已為63.29萬農(nóng)戶建立了信用檔案，建檔面93.8%，評(píng)定信用農(nóng)戶46.09萬戶、信用村1337個(gè)、信用鄉(xiāng)鎮(zhèn)117個(gè)，完成9.75萬貧困戶信用評(píng)級(jí)，評(píng)級(jí)率達(dá)100%。金融精準(zhǔn)扶貧貸款余額為215.1億元，個(gè)人扶貧貸款中的扶貧小額信用貸款余額為18.89億元，位居全省第二。

 

當(dāng)天的啟動(dòng)儀式還對(duì)青川縣誠信紅名單企業(yè)和信用農(nóng)戶進(jìn)行了授牌，宣讀了廣元市誠信建設(shè)倡議書。青川農(nóng)村商業(yè)銀行與農(nóng)戶代表簽訂了“信用救助協(xié)議書”，人民銀行青川支行、青川縣發(fā)改委、青川縣財(cái)政局、青川縣人民法院與青川縣鄉(xiāng)鎮(zhèn)政府代表簽訂了“信用救助工程建設(shè)協(xié)議書”。
