高縣農(nóng)商銀行“貸”動美麗鄉(xiāng)村夢

二龍村位于高縣慶符鎮(zhèn)東面，轄內(nèi)共18個村民小組3181人。為解決村民脫貧、增收、致富的問題，二龍村村兩委引入了“九葉青”花椒種植項目，通過專合社+農(nóng)民的發(fā)展模式，組織村民成立了高縣椒龍種植農(nóng)民專業(yè)合作社。

經(jīng)過1年多的發(fā)展，該專合社已在全村種植600余畝花椒地，并與重慶花椒交易市場的批發(fā)商達成供銷合作意向，只要花椒成熟即可上市銷售。銷路不愁了，該專合社有了進一步精耕細作、擴大產(chǎn)量的想法，但資金短缺成了一個現(xiàn)實難題。高縣農(nóng)商銀行根據(jù)其實際情況，積極介入，主動作為，對該專合社深入調(diào)查后，運用“鄉(xiāng)村振興貸”貸款產(chǎn)品，向該專合社發(fā)放信用貸款30萬元，購買種植所需的農(nóng)用物資，支持其進一步發(fā)展。

據(jù)該專合社負責(zé)人介紹：“目前我們合作社社員已達228戶700余人，有了農(nóng)商銀行的這筆錢，我們就可以繼續(xù)擴大規(guī)模?；ń愤M入豐產(chǎn)期后，年產(chǎn)量最多可達90萬斤，產(chǎn)值預(yù)計可達270萬元。”

今年，高縣農(nóng)商銀行與縣財政局、縣農(nóng)業(yè)農(nóng)村局簽訂《高縣鄉(xiāng)村振興貸合作協(xié)議》。根據(jù)合作協(xié)議，由財政局、農(nóng)業(yè)農(nóng)村局核定“高縣新型農(nóng)業(yè)經(jīng)營主體庫”名單，農(nóng)商銀行進行貸款審核，并按照由財政局存入的風(fēng)險補償金額度1：10進行放款，最終實行1：1分險模式。通過三方合作的操作模式，在保證風(fēng)險可控的同時，最大程度精簡優(yōu)化貸款流程，并將貸款最高額度放大到500萬，有力支持了鄉(xiāng)村振興及地方經(jīng)濟發(fā)展。截至目前，已存入風(fēng)險補償金587萬，發(fā)放鄉(xiāng)村振興貸款約3000萬元，帶動家庭農(nóng)場、專業(yè)大戶、專業(yè)合作社等新型農(nóng)業(yè)主體約100戶。

下一步，高縣農(nóng)商銀行將持續(xù)開展民營小微企業(yè)“大走訪”活動，積極對接各類農(nóng)村新型經(jīng)營主體，發(fā)揮“鄉(xiāng)村振興貸”產(chǎn)品優(yōu)勢，切實解決客戶生產(chǎn)經(jīng)營中融資難、融資貴等問題，為助力鄉(xiāng)村振興注入源源不斷的金融活水。
